About Tom Devaney, President

Tom has over 25 years of private, public, and nonprofit land use and planning expertise in New York City and New York State. He is a member of the American Institute of Certified Planners (AICP), a Leadership in Energy and Environmental Design (LEED) accredited professional, and a Waterfront Edge Design Guidelines (WEDG) associate.

From 2016-2026, as Senior Director of Land Use and Planning at the Municipal Art Society of New York, one of the city’s longest standing urban planning and historic preservation non-profits, Tom led the organization’s advocacy initiatives, covering city neighborhood rezonings, major developments, affordable housing, and public policy. He led MAS’ landmark study Tale of Two Rezonings on the outcomes of rezonings of Long Island City (2001) and Downtown Brooklyn (2004) and launched community planning initiatives in Long Island City, Flushing, Crown Heights, Tribeca, the Garment District, and many other city neighborhoods.

Prior to joining MAS, Tom spearheaded Langan Engineering’s Land Use and Planning practice. He oversaw CEQR/SEQR and wetland permitting for several major city projects, including the NYPD Academy in College Point Queens and the FDR Four Freedoms Park on Roosevelt Island. Before his tenure at Langan, Tom served as Senior Manager for the Nassau County Planning Commission, where he directed the economic impacts analysis team for the redevelopment of the $1.6 billion Nassau Veterans Memorial Coliseum and coordinated the transfer of the 42-acre US Navy Mitchel Field site in Garden City, Long Island to Nassa County and Nassau County Community College.

Tom lives in Woodside Queens and when he needs country air, he escapes to his house in Delaware County, New York.
